Installation - site survey

ANPR cameras are fixed at appropriate entry and exit points across a site (the number of cameras varies according to the individual environment).

We pride ourselves on getting under the skin of each client's business and building a service package that meets their needs. We offer a free diagnostic service to establish whether a car park is suitable for ANPR and to identify appropriate locations for the cameras. Before we embark upon any contract, we carry out a full site survey to allow us to understand site-specific elements such as staff and guest permit requirements. We are also in a position to speak to staff and visitors, in order to advise on effective communication strategies which will help your clients consult with their stakeholders.

We match our findings to our solutions, before setting out a series of recommendations for each site, taking into account the built environment and local business needs. Each client can decide which solutions and services best match their requirements. Our contracts allow for flexibility and account for your clients' changing demands. Therefore you can pick and choose whether you want us to install the technology, fully manage the systems, handle the enforcement procedures or any mix and match solution that works best.

We also have experience in producing signage for your clients, to help them explain to their customers how the car park operates and how information collected from the ANPR cameras will be used (as per the guidelines in the BPA's Code of Practice for Approved Operators)

Installation and go-live

  1. Highview will advise of the installation dates and method statement and keep the client updated of the progress.
  2. Highview will ensure the client has provided all necessary permit information and the relevant personnel understand the process for adding new visitors/staff permits.
  3. A go-live date will be agreed.

ANPR recording

Specialist Automatic Number Plate Recognition cameras can read number plates by day, or by night.

Our software reads the number plate, extracts the registration numbers and builds a database.

Analysis

Potential unauthorised vehicles - or those that have stayed over the agreed time limit - are identified by analysing the entry and exit data.

Permit management

Authorised personnel can register their vehicles via our website, by email, phone, fax and text. We can also provide a patented touchscreen console, which allows staff and visitors to register their vehicle for the day. It works by capturing a static image of each vehicle, which users then use to identify their car on screen. (We developed this in response toa growing problem of motorists not being able to recall their number plates). The console can be branded with your clients' logo and changes to pricing structures can be managed remotely by us.

Permit Portal

We offer our clients access to our Permit Web Portal where they can add to or amend the list of authorised vehicles.

Touchpark - touchscreen console

The console is linked to the ANPR system, and our patented system displays images of the vehicles arriving in the car park which users then use to identify their car on screen. (We developed this in response a growing problem of motorists not being able to recall their number plates). The console can be branded with your clients' logo and changes to pricing structures can be managed remotely by us.

Pay by phone — Cashless parking payments

We have a very strong relationship with Pay-by-Phone (formerly Verrus) automated parking systems that allow motorists to purchase off-street parking via their mobile or landline. The two systems work in parallel with our ANPR products and services, both on and off site. This allows motorists to pay for parking instantly, with a credit/debit card payment, 24 hours a day

Violations

All potential violations are manually checked and verified by a trained member of staff.

All vehicles that enter a site are allowed to stay on site for a maximum period, the signs will specify a time and we always add on an agreed grace period. If a customer does overstay and are not registered as an authorised vehicle (visitor, staff or paid for), a violation will be created on our system.

We have a number of different automated and manual procedures in place to ensure that the violations that get processed are genuine.

All violations are 'picture checked' by our admin team, this is a process where by we ensure all violations are genuine and all number plates match up. We also exclude certain obvious types of vehicles e.g.

  • Emergency vehicles
  • Police Cars

Back office

We have the capacity to handle all correspondence, payments and appeals.

The documents we issue and the schedule can be modified according to the client's wishes. For example you could choose to do nothing on the first violation, or issue a warning letter. Once we have issued a PCN we have a clear enquiry and appeals procedure.

Method of Appeals:

  • Parking Enquiry line — Manned 5 days a week
  • Online — the option to view photos and print out the appeal form

Appeals should be made in written form as per the instructions on the back of the PCN. These are all processed daily and are normally responded to within 3 working days. Should you have any special requirements for appeals, these can be accommodated upon agreement of services.
